Ticket Scalping is now legal outside Busch Stadium

     I've never gone to any ballgame where I haven't seem some type of scalping (I've even purchased a ticket or two from a scalper.. Who hasn't?), so it's fine as long as there are restrictions.  For example, scalpers should be forbidden to walk in front of cars when they arrive at the ballpark.
