How is Chris Shelton not on this list? He is not even making $400,000 from what I have heard.

Shelton only has 1 year of MLB service, the list only includes players who have 3 or more years of MLB service. Shelton is making $365,000 this year, but the way he's hitting, the Tigers might try to sign him to a longer term deal for more money, but less than he could make as a free agent.
