     As a small-market team, it's understandable why the Bucs dropped Morris.  They can't afford a guy with a 9.67 ERA who's making a fifth of the teams payroll.  Here's another reason why a salary cap is a necessity in my opinion.  It would be no sweat if Morris were a N.Y. Yankee.
