From the newslink:For the season, the Giants' slugger has been intentionally walked 22 times. At this pace, he'll finish with 132 IBBs -- more than he drew in the last two seasons (68, 61) combined. Bonds entered Wednesday night's game with 505 career intentional passes, so you can understand when he says they're getting "a little tiring."

I don't see how they could restrict IBB's. What are they going to do penalize the defense 15 yards for unsportsmanlike conduct?

Yah, it sounds pretty ridiculous to me, too. There have been a number of proposals. One, that sounds a lot like your "15 yards" joke, is where on the first IBB, you get firsy base, on the second, second bases, on the third, third base, etc.Homerun for the fourth IBB?Then, there's the inevitable question. What is an intentional walk? Catchers don't have to make it obvious by standing up, and pointing the mitt far on the opposite side. These are MLB pitchers, after all. Many with pinpoint control, who could just keep the ball out of the strikezone so as not to fall into the general interpretation of the IBB.

As far as pitching around a batter goes, if the actual intent is just to intentionally walk the batter, why not just go ahead & lolly pop 4 balls out of the batter's box? My thinking here is that the pitcher can save his arm for the next batter, rather than to waste 4 pitches actually throwing hard versus the batter your actually intending to walk.
